Delaware Victims' Compensation Assistance Program (VCAP)
VCAP is Delaware's state crime victim compensation program. It provides financial assistance to innocent victims of crime and their families for expenses directly related to the crime that are not covered by other sources, such as medical and dental expenses, mental health counseling, lost wages, funeral and burial costs, crime scene cleanup, moving and relocation, temporary housing, and lock changes. VCAP is a payer of last resort and does not cover pain and suffering or stolen property. Applications can be filed online or with a printable form, and staff can be reached at (302) 255-1770.

How to apply
- Report the crime to law enforcement; in general the crime must be reported within 72 hours unless good cause is shown.
- Gather documentation of your losses, such as medical bills, proof of lost wages, counseling costs, or funeral expenses.
- Complete the VCAP application online or use the printable application form available on the VCAP website, and ask a victim advocate for help if needed.
- Submit the application and cooperate with law enforcement and VCAP staff, providing any additional information requested by your examiner.
Deadline: In general the application must be filed within one year of the crime, and the crime must be reported to law enforcement within 72 hours unless good cause is shown. Exceptions can apply.
