Victims Compensation Assistance Program (VCAP) (VCAP)
Pennsylvania's crime victim compensation program reimburses victims and certain family members for out-of-pocket costs from a crime, including counseling and therapy, medical expenses, forensic rape exams, funeral costs, lost earnings, loss of support, crime-scene cleanup, relocation, and transportation. It is a payer of last resort after insurance and other sources.
Who it is for
Victims of crime that occurred in Pennsylvania, and eligible family members, who have unreimbursed expenses and reported the crime to authorities.

How to apply
- Get help from a victim advocate at your local victim service program, which is the recommended way to file.
- Confirm the crime was reported to the proper authorities and that you are cooperating with law enforcement.
- File online and upload documents through the DAVE portal at www.dave.pa.gov, or download and mail or email the claim form.
- Call VCAP at 1-800-233-2339 with questions; language interpreters are available.
Deadline: For crimes occurring on or after September 8, 2022, the claim must be filed within five years of the crime. Different time limits may apply to older crimes; contact VCAP to confirm your deadline. (Fixed deadline)
